Its base is "lolita complex," which is a term for being attracted to underaged girls.
I fail to see what is "loli" about this picture. While the girl is clearly young, I see nothing sexual, intentionally or unintentionally, about the picture.

Photoshop is nice and all, but 80% of anime art is coloured almost exactly the same with it (well, in 2 styles I guess, but you know what I mean.)

So it's really refreshing to see someone doing something different and interesting. There was a lot of lovely stuff at Ame but yours was the only to make me go 'Okay, I really WANT that'. I think quite a few people thought they were cool as well, but maybe hadn't spotted you around to say anything. (And not everybody finds it as easy to just go up to people and start a conversation sometimes. ^_^
